[StBernard] Mr. Hunnicut about new construction

We own property on west beauregard in chalmette behind the first baptist
church.  i would like to know if there is a moritorium on new construction.
I would like to start by getting things together so i can build my new home
there and come home. There was only 1 1/2 foot of water on the property so I
know it is safe and high
