I am having the same problem with State Farm regarding coverage of fences.
My adjuster said the same thing about water "touching "the fences. By
reading the policy and speaking with an attorney, I found out that the water
has to do damage , not just touch. The adjusters are assuming that when the
water touched the fence it was destroyed at that point. The policies also
have a clause to cover themselves when there is damage by water and wind. It
says that if the damage occurs by wind and water, the flood supercedes the
wind. It also says that the sequence of events does not matter. You must
prove that all of the fence damage occured by wind only. My adjuster is
trying to theorize that the "wave action" of the water knocked down the
fences. I have a signed statement by my neighbor who did not evacuate, that
dissproves what the adjuster is saying. Even with an eye witness they are
still giving me trouble. Don't give up
