I don't know who you are, but you have just delivered the first message that
I have seen in almost 6 months that makes any sense.

This is the type of information residents need to make a decision. 
Everything you said should have been communicated long ago by our parish
officials. The decision ultimately is that of the homeowner. There's been
too much talk of "green space, golf courses, NASCAR tracks, buyouts" and
various other proposals that it's no wonder residents are reluctant to
invest and return. Give the facts and let them decide.

I am repairing my home on Palmisano Blvd even though I bought a house in
Mandeville. Having been a resident of St. Bernard for over 50 years, I plan
to return.
