Regarding a possible, additional infusion of funds (6.4 + 4.2 = 12 Bil. (as
addressed by Willie Nagin ?)into the area by Pres. Bush towards Block
Grants.

Envision a cartoon where there are characters of Pres. Bush (zookeeper) who
is throwing raw meat to a den of lions (names of parishes on side of
bodies). Each lion is tearing the others up in an attempt to gather the
bigger pieces firstly and savagely).....

It's going to be interesting ..and disgusting to watch perhaps...
