Craig,

Keep up the fight!  Let the federal and state bureaucrats know we don't want
any sort of buy out plan based on assessed values.  Nor should any
homeowners be penalized if they had an insurance pay off or didn't owe a
balance on a mortgage.  People should not be punished for doing a smart
thing like having flood insurance or working hard to pay off their mortgage.
Blow the trumpet loudly to those "crats" that all homeowners and each
property should be treated equally when considering a buy out.
