Sure, you could still use the Nov. 2004 appraisal.  The benefit of having a
new one would be based on how much more in value I or any other appraiser
could get for your home immediatley prior to Katrina.  If you feel your home
could or should appraise for more the old appraisal, than it could be worth
it to get a new one.

Sorry for being vague, but it's a tough call without my knowing the details
of your property.
