[StBernard] Buy-out -- Is this correct?

"75% from FEMA & 25% from the local government in effect "donating" the
parish's 25% back to the Parish"  I'm sorry but I don't want to donate 25%
to the Parish.  I have lost so much (like everyone else) between my house
and business that I don't want to donate anything to anyone right now or in
the near future.  I love the Parish and want to move back as soon as I can,
but I don't want to donate my 25%.  
 
"Return to St. Bernard"  Bring your business back to St. Bernard"  If we're
in the buyout where are we suppose to go?  Where do we move?  Where do we
open our business?
 
This is all getting more & more confusing.  Maybe I'm just venting.  Maybe,
after 6+ months I'm finally letting my heart talk.  Just let me move back
home.
