[StBernard] no debris in canals

Just reading the article about not throwing debris into the canal. I keep
seeing more trash and even people pulling up in pick up trucks with us
standing not too far away, throwing garbage into and near the 40 arpent (end
of Meraux Lane) . I tried to get their license plate but could not make it
out as they sped off. 
This is angering me. Wished the fence there was back up.
