Thank you for the response and best of luck to all in our nation's capitol.

My comments are not meant to be derogatory nor will I ever speak negative of
our elected officials. I will reserve the right to disagree.

I was merely pointing out that the contract issue has been a problem in the
past and will continue to be an issue in the future. The council should
approve all contracts on the front end and not after the fact.

Right now there are more pressing issues regarding our parish but at some
point this issue should be addressed if not resolved.

The charter is ambiguous in that it clearly allows and empowers the
president to enter into contracts, but deficit spending is prohibited. The
issue of the budget is tied partly to the state emergency act which affords
a great deal of independent authority during emergency situations.

Our specific situation on this issue was that recommendations on the
contractor were accepted with the understanding that the contract would be
presented after prices were negotiated.

Hope this does not confuse things more.
