You are right there is a consciuos sequence to support but no plan for our
recovery, levees, MRGO, etc has a chance without funding and as soon as
those plans are discussed and lobbied for it is quickly converted to how
will you continue to pay for this so an annual schedule of multiple trips to
Washington for supplemental requests does not become the norm.

Yes? And how much of the time spent in lobbying the Senate and HR for the
passage of our Back Home/Recovery Act? This is the immediate need, then
levees/MRGO and revenue. In other words, humans, before property before
government income. Much as in an accident, stop the bleeding, bandage the
wound and get money to buy more bandages when it gets dirty. <G>>
