Gaby,

We would have to reach a consensus on how the law should change then we
would need to lobby Congress to change it.  Would need some PR from the
press.  And, as always, some funds to purchase ads, internet access,
possibly fly to D.C., etc.

Like I said, it can be done, just not easily.

Then again, I have managed to get 485 verified signatures out of 568 who
signed for the Baker Plan petition web site I put up with a zero budget.
