Yes, if you choose to do so and your contractor fits it.  The bottom floor
will be your elevated part.

Will we be able to build on top of our old houses and use the bottom for
things like a laundry room, exercise equipment , extra storage etc. and
would this enable us  to use the ICC insurance to come into compliance to
the new guide lines.
