In FEMA terms, if you are in an A or V zone, you are in a flood plain.
Anything else is not considered a flood plain, with the exception of X, I
think, which is a special zone for those who are on the waters edge.

Perhaps someone would offer a definition about WHO is in a FLOOD PLANE and
WHO is OUTSIDE a FLOOD PLAIN? No one's ever defined a FLOOD PLAIN.
