MINUTES OF OPERATIONS BRIEFING
Friday, April 28, 2006, 8:00 a.m.

Craig Taffaro, Councilman District D, presiding.
Present: 27

Emergency Operations: Larry Ingargiola. Not present.
1. Dysart reported Ingargiola attended a meeting Thursday night regarding
interoperability issues, result included two short-falls, a tower and a
generator. It appears that they will get those items.
2. Currently staging water and MRE's that may be needed for the upcoming
hurricane season.
3. Ingargiola currently working on review of the action report as to what
went right and what went wrong so modifications could be made to upcoming
plans to facilitate better operations. Taffaro noted that the Council
planned a formal panel of review meeting next Friday to review disaster
response. He stated that this review was not a witch hunt and that a review
was customary. He stated that we were one month away from hurricane season
and we have not discussed any planning yet. The panel plans to schedule
each department for commentary and if possible a plan of action.

Community Development: Michael Hunnicutt. Not present.

Public Works and Water and Sewer: Chris Merkl
1. Started debris pick up in the lawsuit's extended footprint yesterday.
2. Status quo on other issues.
3. Regarding the old DMV building, trying to see if repairs can be done
in-house. Taffaro noted the contact person was Judge Fernandez.
4. Taffaro inquired as to the demolition process of homes. Merkl reported
it to be a complicated issue with asbestos containing materials but feels it
is close to being resolved. Tufaro, on behalf of the Sheriff's Office,
publicly expressed concerns regarding houses blocking access to streets for
emergency calls.

Department of Recovery: David Dysart
1. Meeting at 10 a.m. with FEMA, Volac (Volunteers Agency Coordination),
State, and volunteer agencies to discuss action plan for a base camp after
the June 1 closing.
2. Preparing a list of items for Merkl and the State for review outlining
outstanding issues with regards to debris pick up.
3. One of the original AmeriCorps groups leaves today.
4. Dysart leaves this afternoon for Korea, Rahaim will be in charge for the
week and can be reached at 504-261-9848.
5. Ice and water will no longer be available after this week unless we can
find trailers to store the ice.
6. Baptist Kitchen at Rowley School will be closing, today is the last day.
As of Saturday the only place meals will be available for residents will be
at the Emergency Communities.org until June 15 at which time their lease
will expire with OTB (Off Track Betting Parlor) and the Meraux Foundation.

Public Assistance:
Residential: Craig Taffaro
1. There continues to be a disconnect on the numbers between FEMA and
Fluor.
2. Reported increase of problems in trailer parks. Council expressed
concern early on and stated there would be no room for illegal activities in
the trailer parks and he will address those issues after the meeting with
the Sheriff's Office.

Business: Charles Ponstein
1. New business: Hole in One, corner of Paris Road and Genie Street, open
6 a.m. - 10 p.m., seven days per week.

Private Non-Profit: Judy Hoffmeister. Status quo.
Volunteers: Gidget McDougall. Not present.

Agriculture/Wildlife and Fisheries: Ricky Melerine. Status quo.
1. Reported having better communication with EPA. They are attending CZM
(Coastal Zone Management) meetings, discussing procedures and mapping out
ways to reach designated areas.

Lake Borgne Basin Levee District: Bob Turner. Not present.

Medical: Dr. Bertucci
1. Patients seen at clinic: 80-90 per day.
2. 22K facility, 3-4 week delay due to no signed agreement/memorandum of
understanding. Continue to try to get access to equipment before we utilize
the facility because we need the laboratory equipment. We are trying to get
Public Health here on May 3, LRA on May 11.
3. Request the number of population of people moving into homes to include
in his presentations. Dysart suggested obtaining info from Community
Development Department on the number of transitional electric poles (meters)
which have been released to permanent poles (meters).

EMS report: Janie Fuller. Not present.

Public Safety: Sheriff's Office & Military. Pete Tufaro
1. On Thursday the Street Crimes Unit made 14 narcotic arrests within the
first hour, reported 35 burglary/looter claims last week, and working with
National Guard planning to use night vision/helicopter to enhance safety.

Fire Department: Armand Buuck. Status quo.

Environmental Issues:
CDC and DEQ: Wayne Desselle
1. Pre bid conference on vehicle in right-of-ways was April 27.
2. USCG salvage recovery pre-bid conference will be open on May 2.
3. Vehicle and vessels on public property bids will be open on May 5.
4. Coast Guard salvage vessel bids will be open on May 9. No idea how long
it will be before the bids are awarded once they are opened.
5. Follow up on inquiry last week regarding the proposed landfill, contact
'Chuck.Brown at la.gov'.

EPA: Beverly Negri. Not present.
Murphy Oil Spill update: Jim Wallwork. Status quo.

Parish Government: Dave Peralta. Not present.
Council: Lynn Dean. Not present.
Parks and Recreation: John Metzler, Jr. Not present.
