The real question is this:  What happens to the leftover funds from the
4.2 Billion that does not get distributed by knocking down the size of the
grants or knocking out any potential grant recipients?  Does the state then
take over and use the money intended for grants and apply it elsewhere?

Hmmmmmmmmmm....interesting?
