[StBernard] gutting in oil zone

Friend of mine is signed up for gutting with the church but volunteers are
scarce these days. In order to not be considered 'blighted', she tried to
sign up with the parish too. Was told that it was not acceptable, as she is
in the oil zone. Neither habitat nor cath charities would go in the oil
zones for gutting. Is this so? Are none of the houses in the oil zone gutted
through the parish program?
