This is not completely acurate.  Our property was in an extended map that
Murphy extended early on in this mess. It was a small limited area, but
Murphy extended this area themselves as their testing progressed.  They
accepted responsibility for this area on their own, very early on, yet we
still had to pay the 7%.  Murphy was calling us and sending us mail from
almost the begining telling us our property tested positive for their oil.  
We were already in the "Murphy" extended map, not the judge's extended map. 
We still had to pay the fee.
