The issue of the mitigation plan is that it really puts people in a bind
because of the insurance deduction issue.  We are making one last plea for
help in how the CDBG funds will be accessed- but I expect little response.
Therefore, it becomes very much an individual situation verses a community
centered rebuilding effort.  We will be faced with a reaction based
redevelopment instead of a progressive forward thinking process.
 
The short answer is that we will have little opportunity to force buyouts so
we are left to react to the decisions of individuals.

Does this mean that the idea of green space, or chances of that happening
are slim to none and really not very realistic?  I mean, is it most likely
it's not going to happen?
