[StBernard] Levee Report Hammers Corps of Engineers

Dear Members,

A report released May 22 by the U.C. Berkeley Led Independent Levee
Investigation Team concludes that the levees failed because of design and
construction errors resulting from insufficient money and lack of
appropriate oversight by federal, state and local agencies, in particular
the U.S. Army Corps of Engineers.

The report funded by the National Science Foundation clearly states that the
death and destruction in New Orleans was a result of human failings not
nature's fury.

In pristine engineering language, the report confirms what the people of New
Orleans and South Louisiana knew all along with common sense. That the
federally built levees broke because they weren't designed right by the
Corps and that the errors of the local levee boards was paying too little
oversight to the work of the Corps.

Meanwhile, Congress has yet to to approve funding for 4.2 billion in
community block grants to help compensate the citizens of New Orleans and

today asking Congress to fulfill their moral responsibility to the people of
New Orleans and South Louisiana by approving the 4.2 billion in community
