Leger has mentioned it several times on the radio.

I have already tried both of the things you suggested Westley.  I called the
phone number and also tried to register online.  One of the questions is, " 
did you live in the house you are trying to register".  The answer for me in
"no" so the automated voice says sorry, this program is only for owner
occupied homes.  Then it is the same thing online.  After you answer that
question it says sorry, you don't qualify for this program.  Has anyone else
had any luck in registering a rental property with LRA?  Thanks.
