My thoughts are that it is Federal money in the block grants
administered-given through HUD.  (I think)  So, the federal laws that govern
HUD or the Stafford Act if FEMA is involved would have to be changed.
 
At the rate Congress is working these days, (unless it's to pass something
to stop the FBI from raiding their offices) I wouldn't look for anything any
time soon.
 
Just my two cents, of course.

	It's me again. I did some more digging and I found all sorts of
admendments
	for the Road Home bill have cropped up, concerning probably every
aspect of
	the original bill. I did find the one I mentioned earlier stating
that no
	insurance money can be deducted. It is House Resolution No. 32 and
is backed
	by no less than 100 of our representatives (I counted). Thats a good
sign.
	HR 32 uses quite strong language too, apparantly, they feel very
strongly
	over this particular one. I do realise that its federal law forcing
the
	insurance to be deducted, and the legislature has got to aware of
that fact
	as well. But there must be some way around it or maybe this could be
a
	landmark bill that leads to changes in the federal law. Otherwise,
why would
	they be fighting it? The history on HR 32 is as follows: 4-13-06,
read and
	adopted by 100-0 vote; 4-19-06, enrolled, signed by the Speaker of
the House
	and taken to the Secretary of State. I assume it then heads to the
Senate
	for their vote. I found this searching on the State Legislature's
website.
	Maybe I'm being too optimistic about this whole thing, but I believe
that it
	can't possibly be a duplication of benefits. We PAID for the
privilage of
	insuring our homes. If the people who didn't pay make out better
than we
	did, what does that say about our country and the next time a
hurricane
	hits. No one will have insurance. There is no point in paying for
insurance
	when you get a better deal without having to shell out a ton of
money over
	the years. I do believe (or at least hope) that there will be some
major
	reforming of certain laws coming up soon.
