You are being penalized.  There is no other way to look at.  The Feds are
trying to make the case that if you received any monies from your flood
insurance, then you received federal dollars and you can't receive federal
dollars twice for the same claim.

My contention is that it is no longer insurance.  It is a grant program and
those who have paid premiums simply paid for the privilege of getting their
grant faster than those without flood insurance.

I don't know if it was hairball Stafford or someone else that came up with
this lame brain idea, but I don't think there is much we can do about it.
