Armor for levees
   A couple of weeks ago on the weather channel had storm stories and there
was a lady who was on the levee board for I think Kenner not positive. When
a runway was being torn up at the airport she used the concrete to put on
top of the levees there and she said they were not flooded because the
levee`s held.I am not understanding why FEMA won`t even consider it. But
then again it is FEMA rational thinking is not in their vocabulary.
