Got this from a friend.
Apparently there are now Gulf Coast Recovery savings bonds. The only thing is, that they are not dedicated to Gulf Coast Recovery.

Could have been a good idea, but:
Q. Will the money I invest in Gulf Coast Recovery Bonds be earmarked to pay for the rebuilding of communities along the Gulf Coast impacted by Hurricanes Katrina, Rita, and Wilma?
A. No. The proceeds from the sales of savings bonds are not earmarked for specific purposes but go into Treasury’s general fund and are spent according to appropriations, including those for Gulf Coast recovery, passed by Congress and signed into law by the President.
