Please see the two paragraphs below from an artilce on nola.com.

The article was about scannng/digitizing voter registration info starting in
Orleans and then statewide. It also discusses fed money given to replace
electroninc voting machines that were damaged.

The topic arose during a meeting of the Louisiana Help America Vote Advisory
Commission, a state panel that helps shape the spending plan for federal
money earmarked to improve the state's voting system.

The group met Thursday to approve a plan that rearranges the amounts to be
spent on two big-ticket items: voting machines that were estimated to cost
about $35 million in federal funds and wound up costing about $28 million;
and a statewide voter registration database and other electronic
enhancements, originally projected to cost $1.4 million. The savings on the
voting machines means there is $7.7 million available for other projects.

Now the article said the machines were estimated to cost 35 mill. but ended
up costing 28 mill so they are trying to figure out how to spend the
"surplus". Uh, shouldn't it be returned to the feds?
