A St. Bernard homeowner whose gutted, for sale house was on the list,
wrote-

"I went to the Parish this morning to find out more about this.  On Friday, they will have procedures in place for you to get your house off the blighted list.  Basically, if you haven’t applied for a permit or for demolition, then your house is probably on the list.  They are trying to get those people who haven’t done anything to their homes to go ahead and either gut them or apply for demolition.  The procedures will be posted on Friday.  Then, they’ll have some guidelines for what needs to be done to your homes before the August 29th deadline.  
Sometime after that deadline, if you haven’t contacted the Parish with your intent, then your house could be demolished.  Hope this helps."
