[StBernard] Recovery - Rights and wrongs.

i believe everyone that suffered home damage in st. bernard should be able
to get low interest loans whether we move back or not, regardless of our
income. our house was paid for and we are in our late 50's, i don't want to
be in my 80's paying a house note.
