not sure what your confusion is- pre-1974 and post 1974 homes are two
different issues. a home built in 1977 would have been compliant by virtue
of the requirements to build in 1977. the option of compliance of houses
built before 1974 simply means that the option of a pre 1974 house meeting
the current elevation requirements may be easier than the ABFE- it will be a
case by case basis.

As stated in another post- if the damage is under 50% then the compliance
issue is mute.

sorry about what you considered to be double speak- there is no gain for me
to try to confuse people- be positive and spread good will and things, even
the difficult things will be more tolerable.
