You do not have to relocate if you are above 50%, you have the option to
relocate or stay in the same spot.
 
The same formula is used for repairing, rebuilding, or relocating.

 MJ  I do not think you have to build on the same spot with LRA, the only
penalty comes in, is when you leave the state.
