The difference is that COBRA is limited to 18 months, even though you pay
for it.

What I don't understand is why a school board member would even be
considered for health insurance. It is not suppose to be a full-time job.

continue to receive health insurance for them and their legal
dependants
even after they are no longer members of the board.

Dont know about the school board, but with any job, one is eligible to
continue keeping the health insurance via COBRA, b ut one has to pay out of
pocket.
