[StBernard] Heavy rain floods streets in St. Bernard Parish

I doubt that anyone would disagree with the comment that "there is debris in
the canals" contributing to street flooding during heavy rains.  Not all of
it is due to Katrina.  People are placing there trash along the sides of the
canals, and in the process of the debris being picked up, some of it
ultimately ends in the canal.  Knowing that we have this problem and limited
resources to address it, I again ask why supervised, prison trustees are not
being used to clean the canals and debris along the neutral grounds?  This
type of activity is performed on a regular basis in Georgia and Alabama, so
maybe that is why their streets are clean and ours are not.
