[StBernard] Heavy rain floods streets in St. Bernard Parish

Mississippi has and is using prison labor. just notice the green and orange
suits along the highways cleaning and picking up garbage. but of course
Louisiana has a law? stating that it is against a convict's civil rights to
make them work. oh so sad
