This really bugs me how they lay all the blame on the Corps of Engineers for
the MRGO.  It is there because the PORT OF NEW ORLEANS wanted it there, and
they had enough political clout to get congress to authorize the COE to
dredge it every year.  This job was mandated to the Corps---they had to
dredge it by order of the US Congress.  They do not mind getting rid of this
albatross----they have tons of other more important projects to complete.
