The key word has always been "Buffer Zone for REFINERY" . This did not mean
any properties bounded by the north tank farm by the Collins pipeline on the
North side of Judge Perez. Only property near the production units. 
 
Prior to Katrina the buy out per to speak was already in the works for the
areas bounded by the actual refinery.  It was rumored that the plans were to
move the administration building off of the Heavy Industrial zoned ground on
the river to a new building centering on Ohio street or thereabouts.
However prior to Katrina it was also rumored that Murphy would only buy out
2 streets now it's supposed to be 4.  They had already purchased  houses on
Jacob Dr and tore down several prior to Katrina.,
 
As far as "fair Market vallue" I have heard that the services of local metro
expert appraisers have been requested by Murphy Corp. to determine a PreK
and Post K. vallue.
