if a person does participate in a buyout, then the house could be moved to
the back of the list- it is a logistical issue that will be addressed when
Murphy acquires the property.  an issue that has to be cleared up is if the
homeowner will have to have the house demolished or have a deduction if
Murphy wants a cleared property-  there still exists some uncertainty about
the clean up of visible oil still in the demo process.
