I do not know the answer to that, but I will ask to see if it is part of the
FEMA debris contract since trees were usually taken down that appeared
damaged and FEMA may see the stump as no risk or threat-  sort of like
approving a demolition plan but leaving the slab.

The parish cut down a number of trees on Karen Drive
in the area between the side walk and the street. 
Will they return to remove the stumps or are the
residents responsible for that.
