It appears that the feds would rather offer homeowners in a flood prone area
a incentve to relocate to other areas of the state that are less subjected
to flooding. Probably feel that their liability for future flood claims
would be less. 
I did hear that if you are relocated outside of the state because of your
employment requirements that this could be a consideration for LRA funding .
The resident was in the medical field which was and still is very limited in
our area. The applicant was told to provide documentation to support this
claim.   The application is still pending with LRA.
