as far as swimming pools go, a house that is demolished through the parish
the pool is to be secured by the contractor.  For those houses not
demolished but have pools, I have requested that fines start being imposed
and we passed an ordinance that allows neighborhood groups to work with the
parish to address houses that they choose to for noncompliance and the lien
on the property is assigned to the neighborhood group instead of the parish.
 
This all becomes less of an issue when individuals take responsibility for
their property- what a novel idea!!
