You don't need a meter to test for leaks if you have a neighbor that has
service anywhere around you. Just leave the water turned off at the cut off
valve, take a washing machine hose (it has two females) and use it to hook
your neighbors hose to any one of your hose bibbs and turn on both hose
bibbs. This will let water flow into your house and the plumber can check
for leaks. I would be a little worried about any plumber that didn't think
of this.
The meter should be in a line between the cut off valve and the street just
outside the sidewalk. If the cover is broken from debris removal it can be
hard to find the meter with a probe. If you have to, let them pick up the
meter, then you will know where the meter was.
