I think you might just have to pay the deposit if you want the water to be
turned on, even just to check for leaks. If you are looking to fix the
house and rent it out, then the tenants or person who is going to live there

would have to put a deposit when it is time for them to move in. If you
still have a bill with the water company at that time, they will probably
take their payment out of the deposit and refund you the difference if there

is any. All the utility companies are working that way, they are all
requiring a deposit, most always have. Entergy used to let you turn on
electricity to a rental without a deposit if you had a home account with
them, then they would just charge the small amount of electricity that was
used to your home account and not required a deposit. This was before the
hurricane, now they made us pay a $700 deposit to get the power turned on to

our rental. If you had an account with the water company for that property
before the hurricane and did not get a refund from them, then they do not
required another deposit for that property. Since this is a new property
you have bought, they are going to make you pay a deposit to get water
service there. It doen't matter if you are going to live there or someone
else, they are still turning water service on to that property and they are
not going to do it for free. When the new person who is going to live there
finally does, it will be their responsibility.
