Randy,

In all honesty I'm not sure or I'm confused myself. All I can tell you is
when my Dad was contacted a while back by an LRA rep they asked him if he
was looking at selling out or rebuilding? When he told them he wanted to
rebuild they explained an "adjuster" for better lack of words would
eventually contact him to determine the cost estimate to rebuild. They
never mentioned anything about doing a pre-Katrina market value on the
house, as you would do with a typical appraisal. So, I was under the
impression getting a pre-Katrina market value appraisal was not necessary or
useful if going with the rebuilding option. But, considering how very few
people with LRA seem to even know what their rules or procedures are, I'm
not surprised if still getting a pre-Katrina market value appraisal could be
helpful. I think it important for everyone to get this straight before
hiring me or any appraiser.

But at least we do know if you're definitely going to take the Buy Out
option, it's safe at this point to hire an appraiser. I just want everyone
who is looking at the rebuilding option to be certain they are going to
benefit from/make use of an appraisal after spending hundreds of dollars on
one.

P.S. Someone personally emailed me about where I am living. I, like many
St. Bernardians, have sought temporary refuge on the Northshore. I lost my
residence in Chalmette like everyone else. Yes, I do intend to return to
St. Bernard, but when, where and how are questions where the answer depends
on what type of assistance I can get from the government. I'm still waiting
like everyone else.
