I was told by a worker that it sounded to him that they were just hoping to 
let the murphy issue just "fly below radar" with an unspoken "don't ask 
don't tell kind of thing."  I have know Idea of the reliability of that 
statement as he made clear it was an off the record comment and just his 
opinion
