You don't mention if your insurance proceeds were from homeowners or flood.
Assuming it is all flood, I don't know they you could get anything from the
LRA since your insurance proceeds are already higher than the value of the
home.

Home has estimated value of  $145,000 +/- .  Received $149,000 from
Insurance.  House has already been demoed.  How will LRA handle this should
homeowner decide to sell and stay in LA?
