A question for a council person-
 
If a house is still untouched (not even gutted), is next to a
repaired/rebuilt home, has not signed up for demolition, is in the Murphy
Oil Spill area, has not settled with Murphy, what will it take for the
parish to declare it blighted?  Have had a few people in this situation ask
me this because  when they turn in the address to the parish complaint dept,
they are told that  the parish can't demolish the house without the owner's
consent because it's in the oil spill area. So, once the class action
lawsuit is approved, if these homeowners settle with Murphy, can the parish
then declare it blighted?
