Considering the "parish" and infrastructure is affected, what advantage and
disadvantages are relected by the "hold-out"? Is there any advantage to
recovery by holding out in the parish? Is there much to gain by "picketing"
the LRA in demands to be met? Is there more than a 50-50% chance of getting
a positive settlement in helping St. Bernard Parish recover that much
sooner? God knows the parish needs immediate relief if any sense of complete
recovery is to be realized within 10 yrs.
