In answer to your question listed below re: buyout (Option 2 - Relocate as
Homeowner to LA) -- the amount was the same.  Wording of Option 2 follows:

"if you sell your home to the State and you have or plan to purchase another
home as your primary residence within the State of LA, you are eligible for"
-- It does state the proceeds go to new mortgage.

However after reading about on this website about Lakeview resident who got
call 12 hours before closing stating award amount had been reduced, I won't
be too confident until it actually is done in writing.

Did the road home offer you a buy out? At what price? was it more than 
the 
grant amount to fix or less?
