David,

I couldn't agree with you more. We have already passed an ordinance that
allows neighborhood organizations to partner with parish government for
non-compliant properties and the established cost factors are liened against
the properties in the name of the neighborhood association. If you want to
push the issue about the properties you have mentioned, I would encourage
you to do so. Let me know and then get in touch with Kenny Deselles who is
the LPCC president and I will walk you guys through the process.

As far as the fines for non-compliance, I have placed the issue on our
meeting agenda for Feb 6. I believe that I have the votes for it to pass
this time around. The administration has assured me that they will be more
responsive with the fines, should it pass, than they have been with other
measures from the council to this point.

Unfortunately, there are still many people who just will not do what their
basic consideration of others calls them to do.

I would like to know if the parish will ever have the resources to impose
the fines for home owners to clean their lots/properties? I am rebuilding
and will live in my house in Lexington my neighbors on both sides of me have
already told me that they will not be coming back. On one side of me the
owners has cleared there lot and on the other side of me the owner has not
done anything. I have called him numerous times and he say he is going to
clean the lot but has not it has not been over 3 months. People that want
to move back should not have to live next door to these conditions so here
is a thought.

If you are returning to live in your home in the parish and the
lots/properties next to you (only one lot on each side) are not being kept
up and the owners are not going to keep things up then allow the homeowner
that is living their to clean and keep the grass cut and submit the receipts
to the courthouse. The court house can then place a lien on the property so
that if the property is sold the homeowner would get his money back. If the
expenses exceed the assessed valve of the home then the lots could be
legally given to the homeowner. This would not cost the parish any money to
put out to get/keep the property clean. They would only have to administer
the program. Maybe this would get some of the people off of there butts and
start to cleanup their property. In my case I do not want the lots next
door that is just more for me to keep up with but I feel that something
needs to be done to get people to clean up what is there's.
