I live in Chippewa Falls, WI and we have the tornado sirens scattered all
over town and they are LOUD.  Last year, I was outside and thought the
weather looked like tornado weather.  Just as I was thinking that thought,
the sirens went off.  We all went down to the basement.  A couple of trees
on our property were knocked over by the high winds.  There was no problem
hearing the siren. 
 
I also work in St. Paul, MN and they have a warning system (one of the best
emergency systems in the country from what I understand) and I can hear it
all the way up on the 10th floor of my building.  I am not sure of the
siren's locations, so I can't say how far you can hear it, but I would not
want to live right next to it!
