Judy and Tammy and all,
 
the raised home and enclosed bottom issue are two different issues.  The
enclosed bottom is supposed to be built to International Building Code which
has vent and pass through requirements for water, depending on where the
house is built.  The raised issue is more for homeowners because of the
increased exposure to wind due to added height-  originally, there were more
problems with the homeowner issue because of the raised home issue not being
factored into the equation of the rebuild and homes above four feet(?) were
subject to some problems but that was supposed to have been resolved.
 
The Insurance Commissioner needs to hear from every resident having these
challenges as he is the person who is in the position to effect policy
issues.
