no you do not have to hang it unless you want to decorate it and make it
sort of like a satirical monument of bureaucracy.

Just for the record, I filled out the online permit info, although we
started repairing way over a year ago.
We are living in our house (still finishing this and that inside) since July
2006. Do we still need to place the permit in the window? The house is
visibly lived in, with hanging flower baskets, mail box, curtains etc.
